Main Purpose of the Role: The Senior Manager, Human Resources serves as a trusted advisor to Chemonics leadership, a thoughtful coach to all staff, and the frontline Human Resources representative for all HR matters for Chemonics Group UK.The Senior Manager maintains responsibility for the development, delivery, coordination and implementation of timely and responsive human resources programmes, services and initiatives. As such, the Senior Manager will be the first point of contact for all operational HR matters in the UK and takes the lead in coordinating within the business and relevant teams to anticipate and efficiently address ongoing and emerging business needs. Additionally, the Senior Manager is expected to contribute to operational planning, participate in relevant staff meetings, and disseminate and ensure the application of HR policies, practices and approaches. Main Responsibilities: The role reports into Chemonics UK Head of People and Culture, has x 2 direct reports - HR Senior Associate and HR Administrator. To take overall responsibility for day-to-day operational HR working alongside other senior specialists e.g. safeguarding, talent management, compensation, benefits, HR compliance, and HR technology etc. Ensure a customer centric and high-quality HR services provided is the highest possible within available resources and positively benchmarked against organisational targets and comparative organisations. Serve as a trusted advisor to staff advising on people matters to help meet business objectives and priorities, applying understanding of UK (or other applicable country) local labour law, Chemonics’ policies, standard operating procedures and HR practices to make decisions/recommendations that mitigate legal and reputational risk. Collaborate closely with the US-based HR team to coordinate activities, troubleshoot emerging issues, and develop HR work streams, policies, procedures and programmes to support activities and initiatives for Chemonics UK. Establish and maintain strong relationships with Project Management Units (PMUs), Operations teams, Risk Management, Office of Business Conduct (OBC), and other HR departments to support people-centred activities and priorities. Develop and review all HR policies and processes to ensure compliance with the client(s) and Chemonics’ regulatory requirements, as well as UK labour laws. Act as first point of contact for staff queries related to compensation and benefits, ensuring resolution to all matters. Work closely with the compensation and benefits team in the US to regularly review and refine UK compensation and health and welfare benefits to ensure cost, structure and market competitiveness. Advise and guide efforts to address employee performance or conduct issues, including the preparation, review, and delivery of appropriate written documentation and performance feedback conversations. Undertake investigations where required. Act as first point of contact for employee and manager queries regarding workplace challenges or other employee relations issues. Assist the Senior Leadership Team to develop comprehensive succession and workforce plans that will support the unit and rapidly shifting business demands. Advise Project Management Units on employment actions for global staff to ensure legal compliance with applicable regulations and provide guidance/expertise on Chemonics policies, procedures, and compliance. Serve as the first point of contact to interpret the policies and procedures of Chemonics UK, our clients and the appropriate regulatory agencies to provide sound guidance accordingly. Maintain and expand technical knowledge in the HR discipline and international development clients by collaborating with others within Chemonics’ team, attending workshops, reviewing professional publications, establishing personal networks, and participating in professional updating. Leverage data and insights to identify trends, inform solutions and help shape the overall employee experience. Serve as champion to shape habits of a respectful and inclusive work culture. Serve as a liaison and support on issues of staff care and wellness. Develop and facilitate HR-related presentations to inform staff of developments in HR policies and practices through one-on-one sessions, small groups, corporate training programmes, and sharing information through a variety of forums. Provide guidance on appropriate use of Independent Consultant Agreements and other contracting mechanisms, and manage processes related to their implementation. Ensure proper security and disposal of confidential information, ensuring compliance with all national, company, and funder privacy laws and regulations. Conduct input and review of monthly payroll for UK staff with the payroll team. Manage and develop individuals and foster an environment where all talent is nurtured. Set professional development goals for oneself and those supervised, provide regular, constructive performance feedback, and take prompt action to resolve performance issues. On occasion, represent the Head of People and Culture at meetings, workshops, events etc. and continue to ensure smooth HR operations. Perform other duties and responsibilities as required commensurate with the grade of Senior Manager/Senior Specialist. Person Specification: To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties. Essential Skills: Relevant professional work experience and staff supervisory experience. Proven progressive human resources experience with broad HR expertise to include consulting, talent management, performance management, employee relations, and compensation with strong project management and organisation skills. Working knowledge and experience in all functional HR areas, particularly employee relations, implementing policies and procedures and wellbeing. Experience of working in an HR capacity for geographically dispersed organisations e.g. an international development organisation. Experience of working with staff based outside of the UK and covered by non-UK law. Demonstrated knowledge and application of workplace laws, regulations, and employment trends. Experience of working across different departments/functions in a matrixed and international organisation. Ability to deal professionally, tactfully and confidently with people at all levels, both internal and external audiences. Ability to plan, prioritise and delegate and to work closely within a busy team / able to work independently and confidentially. Strong ability to analyse trends and develop metrics in partnership with management to inform data-driven decisions and develop solutions. Strong conflict management skills required. Ability to work well under pressure with tight deadlines Demonstrated ability to communicate clearly and concisely, both verbally and in writing, and lead presentations, training courses, and effective meetings. Strong knowledge of MS Office applications and HR information systems e.g. Workday experience considered an asset. Demonstrated leadership, versatility, and integrity. Desirable Skills: Good understanding of the issues inherent in operating in a geographically dispersed organisation. Ability to lead change by building effective relationships, influencing and coaching others - particularly Managers. Education / Professional Skills: Essential Education to degree level or equivalent. Chartered CIPD Membership. Desirable Postgraduate HR qualification in Human Resources Management, Employment Law or similar Up to date knowledge of employment law and areas of work which are relevant to the vision and values of Chemonics UK e.g. international employment practices and cross-cultural working.
