Job Description

The Project Manager is responsible for managing complex projects in an area specific to the type of project managed, which may include fiscal management, team coordination, public involvement, design, and construction management, and/or planning activities. The Project Manager is also responsible for the administration of all real estate activity and transactions for all of the Town of Florence to include the leasing and sale of Town owned property, purchasing property for various departments as well as right of way for projects, managing Town owned property including leasing, budgeting, maintenance coordination and rent tracing and general real estate consultation. This is a fully qualified and experienced level professional classification in the construction management job family. Incumbents perform the full range of duties that demonstrate knowledge of expected functional requirements or performance specifications within assigned discipline. Work involves the application of sound principles and best practices associated with planning and problem solving. Works independently and performs varied assignments requiring broad knowledge in a particular field. Refers to complex issues to management. Assists in preparing and/or approving studies, contract documents, plans and specifications, cost estimates, investigations, evaluations, reports, invoice approval, change orders, and other documents. Oversees and may assist in performing public works and construction project management, including inspection activities of construction in the public right-of-way. Oversees and may assist in obtaining easements and other required construction related documents. Prepares reports and completes and maintains records and files. Produces written documents with clearly organized thoughts. Performs design interpretation and conflict resolution on construction management projects. Manages, organizes, coordinates, and monitors activities and functions of development projects in cooperation with other departments and outside agencies, contractors, and design professionals. Develops program and project budgets, schedules, work plans, labor utilization, and cost estimates/projections; reviews and makes decisions related to project budgets and expenditures. Prepares real estate documents for the acquisition and disposition of real property. EDUCATION AND EXPERIENCE: Bachelor’s Degree from an accredited college or university in architecture, engineering, construction management, real estate or a related field and four years of related experience; or an equivalent combination of directly related education and experience.
