Job Description

Duties Serves as a CYS Supervisory Program Specialist with responsibility for supervising CYS direct care staff (minimum of 8 ratios of children in a Child Development Center (Ages 0-5) or 6 ratios of children/youth in a School-Age Program or Youth. Works closely with the staff to provide leadership, model appropriate teacher/child interactions, maintain environments, and manage classrooms to include lesson plans/program plans, and child assessments. Assists with recruitment and selection of caregiving staff utilizing Army CYS Standard Position Descriptions. Supervises and evaluates employee’s performance based on established performance standards. Prepares work schedules to meet ratio and group size requirements, provides program oversight and accountability. Ensures children/youth are appropriately supervised at all times. Acts as director or assistant director during absences. May work in additional CYS facilities for the purposes of providing management oversight and direction for evening or weekend openings. Requirements Conditions of Employment Must be at least 18 years of age at the time of appointment. Direct Deposit and Social Security Card is required. Meet qualification/eligibility/physical/background requirements for this position. Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations in accordance with current Army and DoD policy including annual influenza vaccinations. A one year probationary period may be required (either initially or upon conversion, if applicable). Satisfactory performance, successful completion of training requirements and demonstrated on the job competency is required. Travel to on and off post locations required. May be subject to irregular hours, evening and or weekends. Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para 2 to include a Child Care Tier 1 background investigation. The Crime Control Act must be successfully completed and maintained. Qualifications (QUAL 1) Successful completion of a bachelor's degree or higher that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position consistent with: Education must have been directly related to the position to be filled (general psychology/sociology courses are not qualifying). For positions in Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as directly related behavioral science. For positions in Youth Facilities: The education must have been in youth development, youth administration, education, home economics, physical education, elementary education, special education or other fields appropriate to the position to be filled such as directly related behavioral science. For positions in School-Age facilities, the education must have been in any of the fields above. OR (QUAL 2) A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above. In Addition To Meeting One Of The Requirements Above (QUAL 1 Or QUAL 2), Candidate Must Also Possess All Of The Following: Experience supervising or leading caregivers within child/youth facility-based programs. Experience managing a classroom setting within child and youth programs. Experience implementing and overseeing a structured child and youth program curriculum. Demonstrated verbal communication skills gained through conducting training, delivering presentations, conducting meetings with parents and/or staff, or similar. A Highly Preferred Candidate Will Have The Following: Have at least 1 year of work experience with Child & Youth Services. Have experience working within a DoD School-Age Care (SAC) program with children in grades 1-5. Education Proof of education is required at the time of application. Note: Education must be directly related to the position to be filled. General Education courses do not count toward the credit total. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and bonuses Incentives will not be paid. Foreign Overseas Allowances Foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
