Job Description

Main Responsibilities

Senior Surveyor roles within Estates oversee and manage a wide range of programmes and services alongside the provision of subject matter expert advice and communications with all key stakeholders.

The Key activities for the roles within the different divisions are:
  • In conjunction with the Principal Estate Surveyor, Customers and Stakeholders develop and agree a programme of Estates outputs and support.
  • Regularly review and assess progress against programme, taking corrective action or re-prioritising as appropriate.
  • Deliver agreed programme to stakeholders and customers within their delegated budgets.
  • Provide comprehensive advice and estate management consultancy service to include lease renewals, rent reviews, hirings, lettings, valuations, minor disposals, damage claims, sustainability/environmental, byelaws and other estate services as required.
  • Contribute to the development and maintenance of local and national stakeholder engagement to build effective relationships in support of the management of the Defence Estate.
  • Deliver timely and accurate Subject Matter Expert input, advice and support to parliamentary, FOI, secretariat business and general inquiries.
  • Provide estate consultancy and support to strategic programmes including estate rationalisation and re-provision opportunities.

Tour Length
  • 3 Years+ up to 2 Years extension at Line Manager discretion

Location

The role will be based in Washington DC, USA where the successful candidate will be expected to attend their office on a regular basis for face-to-face meetings and collaboration. The role will involve regular travel to sites within their region (some travel might involve overnight stays) and occasionally UK for meetings.

If travelling outside your base location for duty reasons, you will have access to flights, hire cars, rail tickets and overnight accommodation. You can also claim 45 pence per mile should you choose to use your own vehicle for business travel.

Travel may be required to carry out site visits where you may go on MOD Establishments, residential estates, building sites, agricultural land, training areas and firing ranges etc.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. DIO Business Area Estates

The Defence estate is one of the largest landholdings in the UK and covers an estimated 1.8% of the UK land mass (200,000+ ha). This is complemented by a significant UK Defence presence overseas.

Estates are the in-house real estate team within the DIO (part of the UK Ministry of Defence) supporting infrastructure needs across a high-profile Public Estate. We acquire, manage, safeguard, and dispose of Defence real estate. Our unique customer knowledge and insight of the Defence Estate enables our in-house team of property professionals to provide in-depth advice to our Military customers.

The Team

DIO Estates - Specialist Teams includes Chartered Surveyors, Registered Valuers and Safeguarding Officers who, between them, providecomprehensive land, estate and property management services to the Overseas Estate, Estate-wide Valuation & Rating Services and Safeguarding ofDefence assets and operational capabilities.

The Overseas Team provides the full range of DIO Estates services globally (across 50+ countries) including much of Europe, Cyprus and Gibraltarand further afield such as Kenya, Nepal and the US. The Overseas Team HQ is at RAF Wyton in Cambridgeshire, but also has staff located in 10 overseasoffices providing the opportunity to live and work abroad, playing a hands-on role managing UK MOD interests held under Lease, Licence, and Inter-Government Agreement, or delivering these from the UK, supplemented by periodic travel. An ability to cultivate local partnerships and an expeditionaryapproach in this team are a must.

Person specification

Essential Experience:

Relevant, suitable experience and knowledge at an appropriate level in either the Rural or General Estate Management of a wide and varied portfolio, including:
  • Landlord and Tenant lease negotiations, rent reviews, lease management, tenant relations.
  • Valuations freehold and leasehold.
  • Rent and debt management
  • Estate utilisation and rationalisation
  • Property Transactions release of covenants, application of clawback, easements, wayleaves.
  • Management of mixed teams surveyors, admin and apprentices.


Desirable Experience:
  • Working in a Defence environment
  • Good working knowledge of Microsoft Office


Licences
Essential Licences: Full Driving Licence: Post holders will be required to travel to the sites covered by the post on a regular basis and some sites are difficult to access via public transport.

Qualifications
Essential Qualifications: RICS accredited Degree OR Qualification.

Memberships
Essential Memberships: Full membership of the Royal Institution of Chartered Surveyors (MRICS/FRICS).
