If you are a technical expert in both sustainable transport and programme management, boasting a significant track record in successfully delivering major sustainable transport initiatives, then we want to hear from you.
We have a brand-new opportunity for a Head of Delivery who will be responsible for leading and managing the delivery of a £60 million active travel programme. This is a critical role for the organisation, as we embark on an exciting journey of transformation, establishing a multi-model delivery directorate and fortifying our programme and project management functions within an expanding transport delivery portfolio.
Operating at a senior level, you'll engage in close collaboration with the Mayors Walking and Cycling Commissioner, all local authorities, stakeholders and funders. Your responsibilities will encompass assurance and governance of business cases, establishing and chairing design panel reviews, and leading a team of subject matter experts to provide high-quality technical input for scheme development activities.Investment in active travel forms a major part of Transport for West Midlands £2.2Bn capital transport investment programme and you would be financially accountable for an estimated annual spend of c. £20 million.

What you will be doing.
  • Lead a multi-disciplinary team of staff and consultants overseeing the West Midlands Combined Authoritys (WMCA) Active Travel Programme.
  • Lead technical assurance and governance in the business case process.
  • Establish, build and maintain collaborative strategic relationships with WMCA colleagues, relevant local authorities, funding bodies and other stakeholders.
  • Manage and direct the activities and performance of consultants, professional services suppliers and contractors.
  • Prepare and deliver reports for senior management, elected members, WMCA committees, programme boards and Local Cabinet.
  • Manage budgets and ensure that financial administration, monitoring and reporting is of the highest standard.
  • Provide support and advice to the Mayors Cycling & Walking Commissioner for the promotion of active travel.
  • Establish and lead design panels of Active Travel Fund and CRSTS active travel projects.

Whats essential.
  • Recent experience of developing, delivering and project managing large scale, technically complex engineering programmes with a sound understanding of standards related to active travel, including LTN 1/20 standards.
  • Track record in establishing, building and maintaining collaborative strategic relationships and governance including local authorities, funding bodies and other stakeholders as appropriate to deliver projects and programme.
  • Knowledge and experience in convening, facilitating and chairing design reviews
  • A strong understanding and experience of managing projects in a cross-partner environment, preferably within a public sector context.
  • Senior line management experience
  • Extensive experience of commissioning technical services through the procurement and management of the supply chain.
  • Experience of working with local highways and planning authorities, Active Travel England emergency services, and other relevant stakeholders.
  • Demonstrable experience in managing key stakeholders both internally and externally.
  • A strong understanding and experience of managing projects in a cross-partner environment.
  • Excellent negotiation and influencing skills.
  • Excellent project and stakeholder management skills.
  • An appropriate degree level qualification or appropriate alternative. e.g. Civil Engineering, Highways or Building.
