Programmer III (Software Developer)

Performs complex computer programming work. Work involves development on front- and back-end code for applications using the Java EE platform, support of existing applications and creation of new applications. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

This position:

• Codes, tests, and debugs software programs.

• Compiles and documents code and procedures used throughout development; and assists in preparing documentation to guide end user.

• Assists in developing software requirements for proposed software solutions, including the preparation of detailed analyses, plans, and testing procedures.

• Analyzes, reviews, and reformats code to improve performance or adapt new procedures.

• Assists in testing and troubleshooting applications in all environments.

• Performs other duties as assigned.

Qualifications:

This position requires:

• Two years of experience in computer programming work.

• Two years of programming experience, specifically in Eclipse-based IDE (or other similar IDE), Java 7/8, browser-based debugging tools, SVN (or other version control software).

• Two years of experience in Oracle (12c or 19c) databases, SQL, and PL/SQL.

• Two years of working experience with Agile Scrum methodologies.

• Graduation from an accredited four-year college or university with major coursework in data processing, computer science, business administration, or a related field is generally preferred.

Note | substitution language:

• Experience and education may be substituted for one another.

Preferences for this position include:

• Two years of programming experience, specifically in the Java Spring framework, HTML5, JavaScript (jQuery, Bootstrap), myBatis, and Apache Ant.

• Two years of recent programming experience in WebSphere Application Server, Rational Application Developer, Enterprie Java Beans 2.0 (EJBs), Java Struts framework, IBM MQ, IBM Content Manager, Crystal Reports.

• Two years of recent programming experience in NodeJS, ReactJS, and/or JavaScript ES6.

• Working knowledge of OWASP best practices.

• Experience coding to the Americans with Disabilities Act as Amended (ADAA).

Additional job details:

This position requires regular work attendance. The position may be eligible for a hybrid work schedule. If eligible, the employee must have a secure, dedicated workspace with reliable broadband internet service. The ideal candidate must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

This position requires demonstrated knowledge of:

• State laws, rules, procedures, and regulations relevant to job requirements.

• Principles, practices, and techniques of computer programming and systems analysis.

• Algorithm design.

• Oracle databases.

This position requires demonstrated skill in:

• Problem solving and critical thinking.

• Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.

• Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.

• Computer programming using the following tools: Application Servers, Eclipse-based IDE (or other similar IDE), SQL and PL/SQL, browser-based debugging tools, SVN (or other version control software).

• Planning, decision-making and problem solving.

• Effective oral and verbal communication.

This position requires the demonstrated ability to:

• Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.

• Maintain the confidentiality of sensitive information.

• Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments.

• Manage and coordinate multiple tasks and priorities to meet necessary deadlines.

• Work both independently and as a team player.

• Make data-driven decisions to solve technical problems.

• Planning programming work.

• Work both collaboratively and independently.

• Maintain clear file organization and output, ensuring code is written following modern best practices.

• Analyze software problems and develop solutions, utilizing proper application security and necessary data protections.

• Prepare program specifications and technical documentation.

• Write, test, and debug application code. Communicate effectively with technical and lay audiences.

• Work flexible hours as necessary.

• Follow ethical standards.
