Job Description

The Redevelopment Administrator will assist in addressing blight, supporting the redevelopment of vacant and blighted properties, and creating housing opportunities in the City of Lancaster. This work supports the City's comprehensive and strategic plans and priorities; the adopted Redevelopment Area Plan; and the U.S Department of Housing & Urban Development (HUD) priorities.

The Redevelopment Administrator's work focuses on supporting the functions of the Redevelopment Authority of the City of Lancaster (RACL), the Land Bank Authority of the City of Lancaster, and the administration of grants related to affordable housing. These boards oversee the process of acquisition, maintenance, and disposition of vacant and blighted properties, ultimately to be rehabilitated to provide housing and, where applicable, commercial development. The Administrator assists with managing monthly board operations and communications, monitoring property management and status, invoicing, and basic financial operations, and helping to ensure compliance with requisite Department of Housing and Urban Development (HUD) and Community Development Block Grant (CDBG) statutes and regulations.

This position will work as part of a team, coordinating closely with the Planning Bureau Chief, Acting Executive Director of RACL and Land Bank, Community Development staff, and other City staff. The Administrator will also work with boards and commissions, consulting professionals, interested parties, and the public. Teamwork, communication, and customer service skills are essential to success in this role.

* Supports the redevelopment of city properties that are vacant or blighted and/or have strategic value in revitalizing areas designated as commercial hubs and corridors.
* Helps to implement City plans, which may include the Comprehensive Plan, the Building on Strength Economic Development Plan, the Redevelopment Area Plan, and/or annual work plans for the authorities.
* Facilitates coordination and communication between staff, boards, consulting professionals, nonprofit organizations, interested parties, the public, etc.
* Coordinates communication with community partner organizations and provides technical assistance to new, prospective, and current recipients of City, RACL, or Land Bank funds.
* Provides excellent customer service to a variety of stakeholders.
* Supports administration for relevant City authorities, including preparing agendas and meeting minutes, compiling reports and memos, preparing official documents, and maintaining complete and accurate files and records.
* Assists with day-to-day fiscal operations including managing the program and program-specific budgets, processing invoices, making standard bank transactions,and responding to requests from the auditor and bookkeeper as necessary.
* Assists with property acquisition, management, and disposition of blighted properties, including but not limited to:
* tracking property status, bills, and costs;
* coordinating with the property maintenance contractor to ensure adequate maintenance;
* communicating with property owners, bidders, and offerors; and
* attending property closings as necessary.


* Coordinates with City Staff, boards, commissions, and authorities as properties move through the blighted property reinvestment process.
* Assists with efforts to improve vacant/blighted program efficiency and transparency.
* Assists with grant and loan preparation and administration.
* Works to ensure compliance with HUD and CDBG regulations and best practices, in coordination with the Planning Bureau Chief, Acting Executive Director of RACL and Land Bank, and Community Development staff:
* Conducts Environmental Reviews in accordance with applicable HUD and CDBG statues, regulations, and best practices.
* Collects, monitors, and reports program and activity accomplishments.
* Conducts income verification or liaises with nonprofit partners to ensure that income verification requirements are met, as well as other Board policies and HUD and CDBG regulations.
* Performs underwriting, subsidy layering, and other finance functions related to grant awards.
* Tracks program activities to determine eligibility.


* Other duties as assigned.

Education, Training and Experience

* Graduation from high school or completion of a GED is required.
* Graduation from a four-year college or university with course work in urban planning, architecture, environmental studies, government, community or economic development, accounting, public administration, or related field is preferred but not required.
* Experience in real estate, construction, accounting, banking, government administration, or customer service is preferred.
* Any equivalent combination of training and experience as determined suitable by hiring supervisor.

Licenses and Certificates

* Possession of a valid Pennsylvania State Driver's License is preferred but not required.

Environmental Conditions

* Exposed to inclement weather and extreme temperature, including extended periods of walking outdoors.
* Works outdoors and indoors with, or without, heat and/or air conditioning.
* Exposure to noise and pollution.
* Indoors, environmentally controlled.

Safety Equipment Used or Needed

* The City provides the use of safety glasses, hard hats, gloves, etc.

Comments

* Requires frequent walking and standing.

* Requires walking on unpaved, uneven ground with changes in elevation and unmaintained vegetation.

* Experience with federal programs or funding, specifically Community Development Block Grant (CDBG), is desirable.

* Ability to speak and comprehend Spanish is preferred but not required.
