Description
This position is a remote workstation location based on the selected candidate's home address, which can be inany county in Kentucky.
The Office of Unemployment Insurance is an agency of the Education and Labor Cabinet. The Office ofUnemployment Insurance assists Kentuckians who are unemployed or underemployed and actively seekingemployment. The Office oversees unemployment insurance benefit payments, provides claim assistance, enforcesunemployment insurance tax requirements for employers, audits employer records to ensure compliance,adjudicates disputed claims, conducts hearings for claims that have been appealed, and conducts qualitycontrol reviews to ensure each area within the office comply with federal and state regulations.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely asthe result of a federal grant. The duration of employment shall not exceed the life of the federal grant thatfunds the position. An employee appointed to an FFTL position is required to meet the minimum requirements forthe classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit)employee in a permanent position.
This position will have access to confidential and sensitive information.
The successfulcandidate will be required to ensure the safeguarding and security of all confidential andsensitive information and will be required to complete trainings, sign acknowledgments,follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security ofconfidential and sensitive information while employed and after employment ends.
Job Duties:
- Conducts fact-finding interviews/investigations on disputed unemployment insurance claims.
- Writesquality notice of determination and maintains time lapse standards.
- Determines eligibility of benefits andemployer chargeability.
- Informs claimants and employers of their rights and responsibilities under the Wagner-Peyser Act and state and federal unemployment laws and regulations.
- Interprets and analyzes unemployment insurance laws and regulations, as well as federal unemploymentprogram response letters and Unemployment Insurance Commission precedent setting decisions and applies them tothe decisions regarding complex disputed unemployment insurance claims.
- Answers inquiries from claimants,employers and internal customers.
- Establishes over payments, provides additional information for prosecution and maintains assignment datafor weekly reports.
- Advises and assists claim staker/fellow adjudicators.
- Performs other duties as assigned.

Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:Three years of experience in reviewing, monitoring, determining eligibility for, and/or administering employment service or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field.
Substitute EDUCATION for EXPERIENCE:A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION:Work experience in workforce programs such as WIOA, employment services, and/or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field will substitute for the required education on a year-for-year basis.

Working Conditions
Work is typically performed in an office setting. Travel is required. Typical working conditions for a specific position may be listed on the individual position description.
