Non-Union Position $92,280.00 - $119,964.00. commensurate with experience. Full- time, Permanent 1.0 FTE (35 hours per week) Location: Brockville Board Office JOB SUMMARY: The Manager, Design and Construction is responsible for the Board’s capital projects including both new builds as well as major renovations to existing infrastructure and provides leadership and management to departmental staff. Projects are delivered both through Board Project Managers as well as external contractors. QUALIFICATIONS: Formal Education and/or Certification(s) Minimum: 2 to 3 years Specialized Community College or a University degree in business and/or engineering-related discipline. Years of Experience Minimum: 6 to 8 years. SKILLS REQUIRED: Specific knowledge of: Business administration (e.g., accounting, budget management, project management) Mechanical disciplines Building codes, health and safety and small drinking water systems Ministry requirements related to design and build Knowledge of local administrative and regulatory environment for multiple jurisdictions Knowledge of legal context relating to property mattes Formal Education and/or Certification(s) Competencies Ability to manage large and complex projects Ability to manage budgets and operate electronic spreadsheets Ability to author business cases for funding applications BRIEF LIST OF DUTIES and RESPONSIBILITIES Planning Develops annual work plans and related budget for the functional area Develops a long-term plan (10 years) Participates in budget planning for the overall department Review and maintain overall budgets People Leadership Manage departmental staff, including overseeing, measuring department, and personnel objective-setting processes, mentoring and coaching staff and overseeing general functions Provide regular support to Project Managers Program, Policy and Procedure Development Responsible for the development and implementation tools, templates, procedures, and processes and for ensuring alignment ministry requirements Implement new standards related to department Manage large and complex projects Operations Manage large and complex projects including developing business cases for new facilities and projects, including new schools Oversee projects. Attend meetings with internal Departments (e.g., Operational, Design and Construction) and teams (e.g., architects, engineering, cost consultants) to discuss a wide range of projects and issues (e.g., new school construction). Ensure documents are tracked and archived Conduct on-site project inspection from project initiation through to project close Responsible for ensuring a Board-wide water testing program for lead is in place and appropriate reporting is completed (Safe Drinking Water Act) Responsible for all elements of procurement and contract management including formation of qualified vendor lists Other The Manager, Design and Construction is a member of committees and working groups including new school steering committees as well as externally. The Manager of Design and Construction may be called upon to speak to the media on behalf of the Board or speak directly to citizens on specific issues that cannot be resolved through local school leadership. Conducts consultations with external legal counsel on behalf of the Board. Consults with Ministry officials on behalf of the Board. Interfaces with municipal staff from across multiple jurisdictions for project approvals and on-going compliance (CAOs, planning and building officials, fire marshals, public works, and roads officials). Manages all vendor relations. A range of interpersonal skills are used to perform activities such coaching, communicating complex information (e.g., business cases), listening to staff’s project issues, negotiating, and presenting. The position is also responsible for providing recommendations that will help guide decisions at senior levels within the organization. Responsible for the selection, development, and execution of all capital projects. The position is responsible for engaging and applying for energy incentives sponsored by, for example, High Performance New Construction (HPNC), Enbridge Gas, Hydro-One, and other agencies. Responsible for the stewardship of significant financial resources and ensuring that appropriate permits are in place. Responsible for the safety of the Board’s facilities from an infrastructure perspective. Responsibility for navigating the legal landscape on items such as property acquisition / disposition, drainage, liability, and expropriation Responsible for monitoring the quality and performance of all vendors. During on-site inspections, the incumbent will work at heights (ladders) as well as in confined spaces. There is a requirement to use personal protective equipment and follow all occupational health and safety legislation when on. Ability to travel, to meet the needs of the district, is required.
