Job Description

Join our team as a Construction Coordinator as a part of the Community Development Department, you'll play a crucial role performing housing inspections and identifying housing deficiencies that need repairing for citizens seeking services and assistance provided by the Housing Rehabilitation and Minor Repair Programs. Make a difference by contributing to initiatives that promote accessible public services and bolster community well-being.

* Identifies rehabilitative/construction work needed, including extent, scope and estimated cost of rehabilitation/construction. Prepares write ups, cost estimates, floor plans and related documents
* Inspects work in progress to ensure compliance with design, specifications and construction materials
* Identifies noncompliance and necessary corrective action
* Prepares, and maintains a wide range of records, forms and documents required by the program including punch list, payment schedules, estimates, etc
* Conducts final inspections at the completion of project and approves work performed
* Performs initial housing inspections for persons seeking services and assistance provided by the Housing Rehabilitation and Minor Repair Programs
* Works with contractors and homeowners to resolve problems and ensures their understanding of applicable regulations, standards, etc
* Opens, evaluates and recommends contractor for bid award. Conducts pre-bid conferences and provides project information, specifications and related information to interested contractors

Graduation from an accredited two-year college or technical school with a degree Building Construction Technology or related field and three (3) years of experience in construction management, housing rehabilitation, or related field; or an equivalent combination of education and experience.

* Knowledge of the methods, procedures, and policies of Cumberland County as such pertains to the performance of the essential duties of the position


* Knowledge of principles and practices of performing daily operations of housing rehabilitation program to include inspections, write ups of rehabilitation needs; approving rehabilitation work and payments; and ensuring compliance with applicable laws and regulations


* Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position


* Knowledge of the organization of the department, and of related departments and agencies


* Knowledge of the terminology and related professional languages used within the department as such pertains to work responsibilities


* Ability to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts


* Ability to understand the occupational hazards and safety precautions required to perform the essential functions of the work


* Ability to remain current on changes, amendments or revisions to laws, rules, or regulations that affect housing inspection and construction duties

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.

Successful candidates who receive a conditional offer of employment with Cumberland County must pass pre-employment screenings, including criminal history checks and drug screenings, as required by Cumberland County Policies and Procedures, prior to beginning work or receiving a final offer of employment.
