The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. IEA's Information Systems Unit (ISU) provides the IT infrastructure, systems and applications supporting IEA's core substantial work. We currently have an opportunity for a Network engineer.

The chosen candidate will work under the supervision of the Head of ISU and will be a key part of a team where you will have the opportunity to work in a dynamic, challenging and stimulating IT environment among other professionals, managing, deploying and supporting network and security systems, and help support the IT infrastructure and projects.

Job Description

Main Responsibilities
  • Manage the LAN including switches, routers, wireless network and the network access control solution
  • Manage the Internet access and services as well as the network security systems including firewalls, VPN, DNS.
  • Ensure high availability of all network services (LAN/WAN), improving network design as needed to ensure all network systems are working optimally.
  • Ensure IT services are integrated, support system administrators and architects with network integration of servers, storage, virtualization infrastructure and applications.
  • Help resolve any infrastructure technical issues, aim to maintain optimal availability and reliability of the IT operation, provide assistance and expert support to help troubleshoot any network-related IT problems including end-user problems.
  • Help support the hybrid network environment and the secure integration with cloud services (Azure, M365).
  • Monitor the performance and resilience of the networks (LAN/WAN), identify performance issues, remedy problems.
  • Monitor network activity and security logs on an ongoing basis, analyse alerts from the cybersecurity systems for intrusions and malware to identify and respond to security incidents in a timely manner
  • Carry out other duties as required in support of the overall IT operation.

Qualifications

Ideal Candidate Profile

Academic Background:
  • Bachelor's degree in Computer Science, Information Technology, or a related field
  • Recognised Professional IT certification.

Professional Background:
  • A minimum of 3-5+ years of hands-on experience in network and security engineering
  • Strong knowledge and demonstrable competences operating high availability data center networks and campus networking technologies: Cisco (IOS/NX-O switches, routers, L2), Aruba (switches, wireless technologies, network access control, Aruba ClearPass)
  • Strong knowledge and experience operating enterprise Internet access and information services, with thorough knowledge of TCP/IP and DNS.
  • Strong knowledge and experience in implementing network security, firewalls and policy management.

The following skills and experience would be advantageous:
  • Good knowledge implementing secure VPN access, with conditional access controls and policies, and multi-factor authentication.
  • Good experience with on-premises and cloud-based tools in threat protection, vulnerability management and intrusion detection and prevention, malware and ransomware prevention.
  • Good knowledge of Microsoft technologies, Windows networks, AD, DNS and Certificate management, Microsoft 365 services and networking,.
  • Good knowledge of cloud-based infrastructures and hybrid environments (Azure) and secure integration of on-premises infrastructure with cloud resources.
  • Experience operating data center server, storage and SAN environments (HPE, NetApp, Brocade) supporting VMWare workloads (Windows, Linux RHEL, BSD) would be an advantage.
  • Experience managing security information and event management systems (Splunk) would be an advantage.

Tools, work environment:

Work is carried out in the following technology landscape:

  • Checkpoint, F5 BIG-IP, RSA
  • Miscellaneous on-premises and cloud-based cybersecurity solutions

  • Microsoft 365, Azure, AAD
  • Datacentre infrastructures: HPE, NetApp, SAN/NAS, VMWare, Linux

Network Engineers are not expected to know all of these technologies.

Languages:
  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Excellent oral and good written communication skills.

Contract Duration
  • 2-year fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in mid-December and panel interviews are planned for February 2025.
