Preservation of the Force and Family (POTFF) Programs Support Contract
The United States Special Operations Command (USSOCOM) is a Unified Combatant Command of the Department of Defense (DoD). USSOCOM’s mission is to “Provide fully capable Special Operations Forces to defend the United States and its interests.” This also includes three command priorities: “Deter, Disrupt, and Defeat Terrorist Threats; Develop and Support our People and Families; and Sustain and Modernize the Force”. These priorities support USSOCOM’s ongoing efforts to ensure SOF are highly trained, properly equipped and deployed to the right places at the right times for the right missions.
The USSOCOM Preservation of the Force and Family (POTFF)’s mission is to build and implement a superior holistic approach to address the pressure on the force and also the increased stress on operators’ families. POTFF’s mission is accomplished by increasing the physical, mental, social, and spiritual capacity of the SOF over their careers, decreasing the rate of physical and emotional injuries from all causes, and significantly accelerating return to duty times. POTFF will identify and implement innovative, persistent and valuable solutions across the USSOCOM enterprise aimed at tangibly improving career long occupational capacity, enduring health and ability to remain highly resistant to extreme combat and inter-deployment stress. USSOCOM is implementing a set of initiatives designed to enhance the resilience and well-being of SOF and their families throughout the USSOCOM enterprise. These initiatives are largely preventive in nature and are intended to reduce incidences of behavioral health problems throughout the force. The POTFF initiative consists of four primary lines of effort (LoE): Human Performance (HP), Behavioral Health, Spiritual Enhancement, and Social/Family Programs.
The program’s end state is to prepare, preserve, sustain and ultimately multiply USSOCOM’s combat power by application of integrated inter-disciplinary personal services teams. These teams shall consist of Government Program Management personnel supported by contractor personnel. The intent of this contract is to organize contractor support for human performance and behavioral health services in order to augment DoD and Service programs. These services shall be provided at the individual and operational team or company level under the management of the Government COR via individual task orders (TO). It is the Government’s responsibility to ensure these programs are successfully implemented with the use of contractor personnel.
Purpose and Objective
The overall purpose of this requirement is to provide the USSOCOM Preservation of the Force and Family (POTFF) Programs with services to accomplish the aforementioned mission and associated tasks related to the Behavioral Health, Human Performance and Social/Family Programs LoEs. The overarching objective of this requirement is to provide the services needed to increase the physical and behavioral capacity and resilience of SOF Warriors, with consideration of their families. This will be accomplished by providing state-of-the-art, professional services in two major domains: human performance and behavioral health. Human performance includes, but is not limited to, integrated, performance-based strength and conditioning programs, rehabilitative and pre-habilitative programs that will accelerate the return to duty of those encumbered by performance related injuries. Behavioral health programs include, but are not limited to, the following: individual, group, and family counseling skills building psycho educational programs, intensive case management, and other activities that integrate the physical, spiritual and psychological wellness of SOF Warriors and their families.
Qualifications
- Shall possess and/or obtain either Secret level or Top Secret SCI level clearance.
- All LCSWs shall possess a Master of Social Work (M.S.W.) or equivalent (MSSW, MSSA) degree from a graduate school of social work fully accredited by the Council on Social Work Education (CSWE).
- The LCSW shall maintain a current, unrestricted clinical license to independently practice social work in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S. Virgin Islands. The LCSW shall maintain credentialing requirements in good standing at a local MTF.
- Ability to obtain and maintain either a Secret or Top Secret/SCI clearance.
- Evidence Trauma Care (preferred)
- Evidence Based Suicide Risk Management (preferred)
Additionally, the LCSW shall have the following specialized training and education that prepare them for their duties:
- A minimum of two (2) years’ CURRENT experience (post issuance of clinical licensure) in the independent practice of clinical social work in a mental health setting. Experience working in a government setting such a DOD or Department of Veterans Affairs (VA) MTF is preferable.
- Demonstrate a working knowledge of professional standards and ethics regarding the delivery of clinical social work services. Must have experience in brief behavioral interventions. LCSW will be required to receive and maintain clinical practice privileges.
- All health care providers shall have and maintain current certification in Basic Cardiac Life Support (BCLS) as certified by the American Heart Association. No substitutions or exceptions allowed.
Required Skills/Training:
- Fluent oral and written communication skills in English.
- Must comply with Safety, Health and Environmental plan, policies and procedures.
- Must comply with the Quality Assurance plan, policies and procedures.
- Must maintain regular and acceptable attendance.
- Responsible for completing all required training.
- Perform other assignments and duties, as required.
Desired Education, Experience, Skills or Training:
- Prior military and/or SOF experience.
- Experience working in a Government setting such a DOD or Department of Veterans Affairs (VA) MTF.
- Prior experience in Substance Abuse/Disorder Treatment
- Position requires U.S. Citizenship or Permanent Resident Status.
Specific Requirements:
- Performance under this contract may require staff ride on watercraft, aircraft, and other vehicles utilized by special operation units to accomplish their missions. This first-hand experience and observation would provide staff a better understanding of unit member’s physical and mental environment. This experience would assist the contract staff in providing targeted/tailored support services.
- Personnel may be required to produce papers, reports or presentations related to their specific area of subject matter expertise for publication on webpages or periodicals; and/or presentation at government sponsored meetings, conferences, and symposia. All data and materials produced under the performance of this contract shall be the property of the US Government as provided for in the relevant contract clauses.
Responsibilities:
The LCSW shall function within an operational unit, as a Behavioral Health Care Provider. The LCSW shall attend and participate in meetings during normal duty hours, professional staff conferences and other appropriate professional activities such as, but not limited to the following: quality improvement meetings, professional staff meetings, commander's staff meetings, and other meetings required by applicable regulations or as directed by the unit Commander of his/her designee. The LCSW shall conduct applied research and clinical investigations in clinical/behavioral health/organizational social work.
The LCSW is responsible for the application of social work procedures and techniques, including interviewing, behavioral assessment, and evidenced-based therapies, in the evaluation, diagnosis, and treatment of psychological and neuropsychological disorders using the following skills: individual, family and group psychotherapy, couples-therapy, alcohol and drug treatment evaluations.
The LCSW shall consult with medical personnel, legal authorities, military commanders and school districts as required. The LCSW shall maintain accurate and current notes in the paper medical records (if created) and electronic medical records of all patients seen, as appropriate, and produces reports of evaluation and/or treatment. The LCSW shall participate in military specific training/activities (e.g., security clearances, use of the DoD or service specific clinical practice guidelines, pre-post deployment screening, PTSD, and combat stress) and others as directed by the unit Commander or his/her designee. This position may include clinical supervision of unlicensed providers or trainees.
The LCSW may be required to perform some, or all, of the following activities:
- Participates in and successfully completes required DoD or service required training.
- Contact referred patients to assess treatment adherence.
- Use validated symptom inventories to assess current symptom severity.
- Assess barriers to treatment adherence and help patient problem-solve solutions to barriers.
- Provide patients with education regarding their mental health condition and treatment regimen.
- Maintain patient information in a patient registry.
- Maintain accurate and current notes in the electronic medical records of all patients contacted for review by the managing physician.
- Routinely staffs difficult cases with the referring provider, behavioral health consultant and/or psychiatry consultant.
- Performs case management functions.
