Description

We seek a Finance Manager for Capital and Balance Sheets. This unique role involves ensuring the prompt and accurate production of revenue and capital accounting entries for the Statement of Accounts in compliance with relevant legislative requirements and professional codes of practice and guidelines.

Responsibilities

To ensure that the accounts were produced in compliance with all statutory accounting requirements and provided technical accounting advice to other senior management, members, and finance staff. Use appropriate financial data analytics to review the overall revenue and capital information that forms the basis of the statement of accounts for accuracy and appropriateness.

Qualification – Essential

* GCSE Grade (or equivalent) in English Language and Mathematics.

* Qualified CCAB Accountant or Equivalent Relevant Finance Qualification

* Participation in Continuing Professional Development.

* Advanced –Microsoft Office, Word, Excel, Outlook, PowerPoint, and Social Media.

Qualifications, Knowledge & Experience Requirements - Criteria-to be Tested at Shortlisting.

* Experience in leading capital and fixed asset accounting at a local authority.

* A detailed knowledge of the accounting requirements, capital and revenue expenditure and the key influences on the strategic finances of the authority.

* Accounting and budgetary experience, sound knowledge of local government finance framework, accounting principles and standards, statutory requirements and relevant codes of practice.

* Knowledge of the major issues facing local government, understanding of the national policy context, requirements and future direction for local authorities.

* Good interpersonal communication and presentation skills, with proven ability to communicate effectively to a wide range of audiences both horizontally and vertically, financial and non-financial, throughout the organisation.

* Sound knowledge of accounting principles and standards.

* Experience in producing year-end accounts.

* Experience in attending Member Committees and other corporate/board meetings.

* Experience in financial appraisals, modelling techniques, and development of business cases.

* Staff management experience with the ability to lead and develop a team.

* Experience in delivering change programmes.

* Ability to work and deliver on projects in a pressurised environment and the flexibility to adapt to changing circumstances.

* Ability to work effectively in a political environment and establish positive relationships with councillors, senior managers, staff, external partners and interest groups in a way that establishes confidence, credibility and trust

* Ability to fully utilise standard Microsoft Office products.
