Job Description

The Deputy Director will serve in the Division of Budget and Capital Program Management's Capital Budget Unit team. The unit is responsible for managing the agency's $26 billion 10-year capital plan. We are looking for a self-starter who can manage multiple priorities in a fast-paced environment with minimum supervision, focused on the development of the agency's Capital Commitment Plan. The position will involve responsible professional and supervisory work, with varying degrees of latitude for independent initiative and decision making in facilitating various approvals of design and construction contracts. The ideal candidate will combine excellent communications skills and strong knowledge of the City's capital budgeting process.
Familiarity with DOT a plus. The position responsibilities include: Lead, plan and direct the performance of highly complex fiscal and budgetary research pertaining to the Agency's Capital Plan; Assist the Director in supervising a number of Capital Budget Unit functions, including new needs analysis, capital plan updates, capital dashboard reporting, inactive encumbrances analysis, capital project mapping, procurement progress tracking toward capital registration for commitment rate optimization, and developing agency's strategy to manage its capital budget resources effectively; Supervise capital budget analysts in the performance of budget functions such as prepare Certificate to Proceed (CP) requests for submission to OMB; facilitate approval of CP requests through the coordination of Q&A between OMB and DOT division; update Capital Plan in Financial Management System as requested and needed throughout the year; prepare reports and analyses as part of the submission of Capital Commitment Plan updates; coordinate Q&A process between OMB and division during the Capital Commitment Plan updates; prepare ad-hoc reports as required by management; participate in meetings and workshops as required; Monitor unit adherence to agency personnel policies. The Deputy Director will prepare and present summary briefing materials for division and agency senior management. Very strong communication skills, including the ability to accomplish goals by working through budget office and division staff, are key components of the position.

*** In order to be considered for this position candidate must be serving permanently in the civil service title of Administrative Staff Analyst, or be reachable on the current Administrative Staff Analyst list, or eligible under the 55a program. ***

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
