Job summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army.

The Army Knowledge Information Management (KIM) team is part of the Chief Technology Office within the Directorate of Information at Army Headquarters, Andover. The team provide direction and guidance to KIM professionals across the Army. They are responsible for delivering a range of services including the provisioning and configuration of Microsoft M365 SharePoint sites, developing, and conducting Holding to Account KIM activities, pan TLB records management and specialist KIM upskilling. Army KIM exists to protect the Army Chief Information Officer from legal challenge and help deliver digital transformation.

Job description

The Army KIM role is accountable for conducting information management assurance activities that ensure compliance with MOD / Army KIM policy and UK Government legislation. It will provide KIM policy advice and guidance to Army KIM Professionals, conduct audit and compliance reviews, update official publications, and provide an effective upskilling service.

The successful candidate will have the opportunity to influence the strategic direction of the Army, ensure information is properly secured, maintained, and exploited to the benefit of the organisation and deliver an improved assurance and compliance framework. They will have line management responsibility for three civil servants based at Army HQ, although they will be expected to work cross-functionally within the team.

This role will provide opportunities to further develop core and functional skills with potential to work towards membership to the Chartered Institute of Library & Information Professionals (CILIP).

Key responsibilities include:
  1. Review and publish KIM Army Command Standing Orders (i.e., Army KIM policy) quarterly in line with current Joint Service Publications and UK legislation
  2. Develop KIM processes and procedures that monitor compliance with MOD / Army policy in the management and storage of information across information systems
  3. Carry out KIM audit and compliance checks of Army units and information repositories, providing feedback to units and monitoring actions plans to rectify issues
  4. Develop and deliver KIM briefings to Army units, including higher formations and divisions
  5. Develop KIM Ways of Working (WoW) to exploit Army information and knowledge more effectively
  6. Represent Army KIM at boards, meetings and working groups providing back briefs to senior management as necessary
  7. Act as Secretary of the Army KIM working group
  8. Provide advice and guidance to Army KIM professionals on best practice and KIM WoW
  9. Lead a small team of Crown Civil Servants


Person specification

We are looking for enthusiastic individuals who can handle the pressure of coordinating a wide range of activities and should be comfortable working within the knowledge and information management profession, willing to challenge established norms and process and be prepared to adapt to changing priorities. The candidates must have:

  • Experience in using and exploiting MS Office 365 tools especially SharePoint and Teams
  • Strong stakeholder management skills including the ability to network across different interest groups and organisations
  • The ability to use of different formats and tools to cascade and reinforce messaging, targeting communications to the relevant audience

Desirable
  • Applicants should also have effective written and verbal communication skills and display a positive and professional attitude.
