The primary purpose of this position is to provide senior-level business and systems analysis, modeling, and programming for disparate and highly complex applications in a variety of environments. This position will serve in a lead supervisory role over other team members. This position requires an extensive level of business/business application knowledge, a specialized/advanced technical skill set, or extended experience in a specialized/advanced technical skill set, and which can serve as a mentor in this area(s) to others. This position must be quick to learn new systems and analyze specialized applications to make appropriate business processes and technical recommendations within these systems. They should have the ability to provide application development and system administration/configuration support and mentoring for creating new applications and modifying existing applications. This position requires independent initiative and action in decision making, analysis, design, programming, and troubleshooting arenas. The position may be involved in uplifting many of the older versions and technologies used in the current environment to newer versions and/or state-of-the-art platform technologies.

- Participation in strategic and tactical planning with Business Partners, Vendors, and organizational unit management

- Participate in or lead project planning and estimating efforts
- Provide consultation and planning for specific modifications and enhancements to production applications/information systems
- Coordinate technical discussions and supervise applications development staff while serving as a point of escalation for difficult problems
- Monitor technical effort activities or adherence to schedules, milestones and deliverables of assigned team members
- Provide status reporting
- Make recommendations to management on enterprise development practices, standards, and tools
- Mentor and train other organizational unit applications development staff in standard development practices, standards, and tools
- Monitor efforts for quality assurance and adherence to state, departmental, and divisional standards and procedures
- Conduct application/information system assessment and performance monitoring to avoid preventable interruption of production, and to provide optimum quality service to the client
