Job Description
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required Experience**: A bachelor's degree or higher AND three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing three of the five following activities:
• eliciting requirements as the foundation for the solution to the organization's business needs;
• identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements;
• describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements;
• validating requirements throughout the product/system development life cycle (SDLC);
developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under 70.1 or 52.6 of the Civil Service Law.

Duties Description This position will play a key role in helping to define the new Business Systems Analysis Team within the Strategic Operations Division. Duties include but may not be limited to:
• Act as the liaison between multiple business units to mitigate impact to operations through business change implementations.
• Document requests for system changes and assistance through a triage/governance process.
• Review and evaluate proposed business process changes and system changes - provide input on complexity, feasibility, and impact and make recommendations on implementation.
• Review and document current as-is state of the business process including creating flow charts and process models.
• Validate requirements throughout the business analysis process.
• Develop business process flow charts in Visio, including fit-gap analyses or functional designs solutions to improve the efficiency and effectiveness of the business processes.
• Prepare various reengineering artifacts including Requirements Traceability matrix, Wireframes, Target Environment Reports, As-Is System Analysis, To-Be System Recommendations, Strategic Planning and Envisioning documents.
• Develop plans for requirements and system design sessions to ensure agency needs are appropriately documented and proposed solutions are adequately vetted with all stakeholders before implementation.
• Document, communicate, and validate requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals.
• Communicate business process and system requirements to system developers and program staff.
• Perform system research and facilitate information gathering activities.
• Document recurring issues to provide end-users and internal Help Desk with FAQs to assist users and minimize support requirements.
• Propose suggestions on technology to procure and utilize in D&C business practices.
• Assist with implementation of new processes and roll out training and turnover of the software solution.
• Prepare and review test plans, scenarios, and scripts. Work with Business staff to execute User Acceptance Testing.
• Analyze business process deficiencies requiring resolution during or after implementation, and independently troubleshoot issues as they arise for internal and external users.
• Maintain historical data reports from obsolete Project Management System.
• Perform business analysis activities to extract data for forecasting, key performance indicators, and provide management with data to make policy decisions.
• Assist in creating and defining the Business Systems Analysis Team.
• Perform a full range of supervisory duties including work assignment, workload management, and performance management.
• Other duties as assigned.
• Some travel required.
