This Job Description is for the Information Technology job family and could include anyone within the ITS department that performs these tasks. You must have knowledge of, be able to perform actions that are related to activities in the designated business line. The Developer position designs or modifies automated applications and procedures for solutions to business problems of moderate to high complexity. Also have full technical knowledge of all phases of application systems analysis and programming and can work at the highest level of technical/complexity on systems and programming with minimal supervision. Direct and reviews work of lower-level personnel and may perform as an individual contributor on complex systems. Have a working knowledge of one or more FRS system development platforms.
Job Summary:
The Federal Reserve Bank of Philadelphia, ITS Department, is looking for an experienced Software Engineer Cloud Services for a dynamic team developing mission-critical national applications for the Credit Risk Management business line. In the role of Software Engineer, you will oversee the design, development and implementation of products and services using Java EE and Cloud technologies. We are looking for specialized technical skills in the domain of software engineering and experience in their own discipline with broader capabilities including experience approaching a problem from different angles, analyzing pros and cons of different solutions and problem skills.
What You Will Do:
Reporting to the Information Technology Services Manager, Application Development, you will Develop web applications in a multi-tiered on-prem and cloud environments using modern frameworks such as ASP.Net MVC, Core, or Spring MVC. Using programming languages like C# or Java with a modern IDE (Visual Studio, Eclipse, or similar), ORM tools like Entity Framework and NHibernate, and source code management products like AZDO, Subversion, GIT.
Develop solutions using web technologies and web frameworks such as HTML, CSS, JavaScript, jQuery, TypeScript (Angular), KendoUI, and Bootstrap. Low Code/No Code technologies such as PowerPlatform.
Work with a system Architect to plan the automation direction regarding software application development.
Develop relational database schemas, complex stored procedures, and queries in environments such as SQL Server, Oracle, or similar.
Participate on Bank, department, or system projects of moderate to high complexity. Demonstrate Core Competency skills for grade and position.
Involved in the accomplishment of departmental and Bank wide quality initiatives. Comply with all applicable information security policies, guidelines, and practices.
Mentor junior developers and system analysts by providing direction and guidance when needed.
What You Have:
Education and Experience:
Bachelor’s degree with a concentration in Information Technology or Computer Science or equivalent significant experience in information technology and application development is required.
Minimum of 7 years of experience designing and developing applications using a software development approach.
Minimum of 5 years of development experience with technologies described above. MCSE or MCSD Certifications are preferred.
Knowledge:
Independently, presents both orally and in writing, findings, and assessments; present information and responses to complex inquiries; demonstrate the ability to manage the communication process; Experience communicating updates and resolutions to customers and other partners with clients, colleagues and management to explain complex issues; participate in transferring technical knowledge; diffuse conflict and builds agreement.
Experience approaching a problem from different angles, analyzing pros and cons of different solutions. Have a logical, analytical to problems; Demonstrate expert level analytical; organize information in a manner that communicates issues; identify underlying issues and recognizes symptoms that indicate more severe issues.
Excellent interpersonal skills. Participate on a team; lead complex and diverse team efforts by virtue of both technical expertise and leadership skills of influence; recognize the value that different perspectives and cultures bring to an organization; draw on experience to resolve complex issues; display interpersonal skills in dealing with people at all levels of an organization.
Excellent time management skills. Have a meticulous and organized approach to work; Identify and assess complex supervisory issues; manage complex issues to meet our goals.
Excellent knowledge of different computer systems and technologies with an ability to Stay informed about relevant technology trends and developments. An awareness of current issues affecting the industry and its technologies.
Subject to minimal or no oversight in work performed; serve as mentor and provides constructive feedback to less experienced staff; engage other partners in collecting feedback and input to complete work activities.

Final salary and offer will be determined by the applicant’s background, experience, and skills, and internal equity and alignment with market data.
