The Role:
The SCADA Systems Administrator provides technical support for the Water Services Department's Supervisory Control and Data Acquisition (SCADA) systems. In this role you will contribute to the planning, purchase, installation, update, and support of SCADA infrastructure.

Salary:

This position is:

• FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
• A Grade 412 with an annual salary between $84,571.00 - $126,857.00.

In addition to a generous salary, this position also offers a $5,000 Hiring Bonus!

Hiring Bonus to be paid as follows: $1,000 after 30 days of employment, $2,000 after 6 months of employment, and $2,000 after completion of 1 year probation. You must be an active employee at the time the hiring bonus is scheduled to be paid in order to receive the bonus. Current City of Glendale employees are not eligible for hiring bonuses.

Holiday, Vacation, and Sick Leave:
Regular status positions offer:

• The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave to celebrate their cultural or religious holidays throughout the calendar year.
• Vacation leave accrues at:
  
  • 5.33 hours per pay period (138 hours/17.25* days per year)
    
  • Increases to 6.12 hours after 5 years
    
  • Then caps out at 7.6 hours after 10 years of service.

Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year).

* Days per year estimates are based on an 8-hour work day.

Retirement:

This position participates in the Arizona State Retirement System (ASRS).

• The current contribution rate is 12.27%.
  
• Contributions are mandatory, and are collected each pay period.

Essential Functions

1. Conceptualizes, details, and implements all phases of SCADA system upgrades for water and wastewater treatment and conveyance systems.
2. Implements start-up of newly installed SCADA equipment.
3. Reverse engineers existing Programmable Logic Controller (PLC) code and updates to current standards in Function Block Diagram (FBD).
4. Installs and updates point to multi-point radio systems, PLCs, and associated hardware, including controls.
5. Integrates vendor supplied equipment with City owned control systems.
6. Programs the SCADA operator interface as required for updates/upgrades.
7. Maintains a PLC program library for immediate restore of lost or damaged code.
8. Troubleshoots and repairs plant-wide control systems.
9. Ensures security measures and standards are maintained; documents code revisions through a pre-established change control process.
10. Develops and implements standard procedures and naming conventions.
11. Works independently and acts as technical lead on projects. May act as Project Manager on smaller projects.
12. Works after hours and weekends as required.
13. Operates assigned city vehicle.
14. Performs other duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Minimum Qualifications:

Bachelor's Degree in Computer Science, Information Technology, Engineering, or closely related field and two years experience supporting a SCADA system.
Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:

• Installation, configuration, and troubleshooting of Microsoft Windows Server Operating Systems
• Administration of VMWare vSphere 6.x environments
• Familiar with storage concepts and provisioning
• Experience with HPE Nimble Storage preferred
• Backups and data protection
• Experience with VEEAM Backup and Replication preferred
• Disaster recovery concepts and planning
• Systems monitoring solutions
• Data center operations
• Working knowledge of network switching, routing, and firewalls
• Project management concepts and resource planning

Skill in:

• Maintaining optimal performance of servers, disk systems, storage devices

Ability to:

• Ability to work effectively with users, technical personnel and consultants to achieve stated objectives
• Install, configure and support a variety of computer hardware and software including but not limited to server and desktop operating systems / applications and network hardware and software
• Communicate effectively both verbally and in writing
• Establish and maintain effective working relationships
• Continually learn and demonstrate new skills via hands on training, classroom training and self-study learning methods
• Schedule installations and upgrades and maintains them in accordance with IT policies and procedures
• Perform data backups and recoveries according to established procedures Develops documentation to support daily processes and operations related to managed hardware and software

Special Requirements:

• Ability to work overtime, shifts, weekends and holidays as required.

Physical Requirements:
Ability to lift 50 pounds to waist height and install equipment in racks and cabinets.

Working Conditions:
Work is performed in both office and field environments. Field work can be in adverse conditions, including weather/temperature extremes, wind, rain and high noise volume. Occasional exposure to untreated water/wastewater, chemicals and electrical systems used in plant operations. Must be able to wear appropriate personal protective equipment as needed.
